I humbly declare my candidacy for El Paso County Judge, driven by a firm commitment to restore public trust in our county government. Our community deserves transparency, accountability, and leadership that puts people before politics. For too long, the establishment has raised taxes, approved wasteful spending, and ignored the real struggles of El Paso families.

With 28 years of service in the military, El Paso Police Department, and the FBI, I’ve dedicated my career to fighting for truth and holding people accountable. I am not a career politician, and I don’t owe favors to anyone. My loyalty is only to the people of El Paso County.

As your next County Judge, I will conduct a line-by-line audit of the budget to expose waste, create citizen advisory boards to oversee spending, limit Certificates of Obligation to true emergencies, strengthen disaster response, and even propose reducing the County Judge’s salary. These priorities are about protecting taxpayers and giving our community the voice it has been denied for far too long.

Minerva’s Priorities







With over 28 years of law enforcement and public service experience, Minerva Torres Shelton will bring leadership, accountability, and trust to the El Paso County Judge’s Office. In 1997, Minerva began her career with the El Paso Police Department. She served her community patrolling the streets of El Paso and responding and managing many types emergencies. However, she decided to increase her law enforcement involvement by stepping into the federal sector and on September 11, 2001, Minerva joined the FBI. During her 21 years with the FBI, she gained extensive experience investigating violent crimes, human trafficking, financial crimes, counterterrorism, gangs, drug trafficking, and serving on the Joint Terrorism Task Force. She retired as a Field Supervisor in the El Paso office after leading some of the Bureau’s most complex operations.
